There are a total of 6 assessment indicators, namely: the correlation rate of post personnel, the participation rate of staff in post A , the enforcement rate of penalties, the amount of inspection per capita, the amount of punishment per capita, and the rate of withdrawal of punishment cases, with a perfect score of 100 points. There are five sets of law enforcement areas, namely: comprehensive law enforcement areas, urban construction environmental protection areas, economic regulation areas, people's livelihood and social areas, and special management areas.

(1) Relevance rate of post personnel ( 10 points)

指标公式 :岗位人员关联率= 年内本部门执法岗位实际关联人数 / 年内本部门执法岗位核定人数 ×100% 1. Index formula : Relevance rate of post personnel = ( actual number of related law enforcement posts in the department during the year / approved number of law enforcement posts in the department during the year ) × 100% .

2. Scoring standard: 6 points for scoring. For employees with a correlation rate of ≥80% , a maximum of 10 points is obtained; for a correlation rate of 75% to 80% (including 75% ), 8 points are obtained ; for a correlation rate of 70% to 75% (including 70% ), 6 points are awarded; If the correlation rate is 65% to 70% (including 65% ), 4 points will be awarded; if the correlation rate is 60% to 65% (including 60% ), 2 points will be awarded; if the correlation rate is 60% or less, 0 points will be awarded.

(II) The rate of participation of staff in post A ( 10 points)

1.Indicator formula: A staff participation rate in law enforcement = (number of A staff in this department participating in law enforcement inspections and administrative penalties during the year ) / approved number of class A posts in this department × 100% in the year .

2. Scoring standard: 6 points for scoring. Those who participate in law enforcement rate ≥80% will get a full score of 10 ; those who participate in law enforcement rate of 70% to 80% (including 70% ) will receive 8 points; those who participate in law enforcement rate of 60% to 70% (including 60% ) will receive 6 ; 4 points for participation in law enforcement rates of 50% to 60% (including 50% ) ; 2 points for participation rates of 40% to 50% (including 40% ) ; 0 points for participation in law enforcement rates below 40% .

Notes: 1. The rate of participation of A staff in law enforcement is based on the names of law enforcement personnel appearing in the inspection and punishment data uploaded or reported to the law enforcement platform. 出现在处罚案件中,均算作参与执法人员。 2. Personnel names appearing in law enforcement checklists or in punishment cases are counted as participating law enforcement officers. 3. The name of the same law enforcement officer (not the same name) that appears in law enforcement inspections and administrative penalties does not accumulate in the calculation of participation in law enforcement rates. 未在 A 岗关联但年内参与了行政检查和行政处罚的执法人员不计算在内 ,在其他非考核类监测指标中纳入监测。 4. (3) Performance rate of punishment ( 25 points)

2. Scoring standard: Do not divide files, calculate points according to the ratio. If the performance rate of penalties during the year reaches or exceeds the area reference value or area reference value , the score is 25 points; if it is lower than the area reference value and area reference value , the score is = The department's actual implementation rate of penalties / lower of the field reference value and wide area reference value of the department ) × 25 points.

(IV) Per capita inspection volume ( 30 points)

(5) Per capita punishment ( 15 points)

(6) Withdrawal rate of punishment cases ( 10 points)

2. Scoring standard: 6 points for scoring. If the withdrawal rate of punished cases is ≤ 10% , 10 points will be awarded; if the withdrawal rate is 10% to 20% (including 20% ), 8 points will be awarded; if the withdrawal rate is 20% to 30% (including 30% ), 6 points; 4 points for cases with a withdrawal rate of 30% to 40% (including 40% ) ; 2 points for cases with a withdrawal rate of 40% to 50% (including 50% ) ; 2 points; 0 points.

Punishment cases whose source is administrative inspection refers to cases entered or imported into the data of the Administrative Penalty Case Management module of the law enforcement platform . The case source option is the case of daily inspection or double random inspection .

执法交接及时率 (1) Timely rate of law enforcement transfer

All relevant district-affiliated departments shall complete and complete the Handover List of Administrative Law Enforcement Matters and complete the handover of various law enforcement work in accordance with the requirements of the municipal and district governments.

Note: 1. The transfer time is based on the date of receipt of the payment in the "Transfer Checklist" completed by each district department. 2. If it is necessary to hand over administrative law enforcement matters with the district-level agency subordinated to the municipal vertical management department, it shall be included in the monitoring scope of " timely rate of law enforcement handover " .

执法资格考试总体通过率 (2) The overall passing rate of law enforcement qualification examinations

Note: 1. The calculation of the overall pass rate of the law enforcement qualification examination is for all personnel who have registered for the examination in the department (street). 弃考 人员按照考试 未通过 人次计算。 2. Those who give up the exam after registration are counted as the number of failed exams .

涉刑案件平台移送(接收)率 (3 ) Rate of platform transfer (reception) of criminal-related cases

指标公 式: 1. Index formula :

A. Non-public security system: platform transfer rate of criminal cases = the number of criminal cases transferred by the system through the law enforcement information service platform during the year / the number of criminal cases transferred by the system and the Procuratorate's initiative during the year × 100% .

B. Public security system: Acceptance rate of platforms involving criminal cases = Number of criminal cases actually received by public security agencies at two levels through the law enforcement information service platform during the year / Total number of criminal cases transferred by the administrative law enforcement department through the law enforcement information service platform during the year × 100% .

Notes: 1. Departments without criminal powers will be marked as " not involved " . 2. Departments that have criminal powers but did not have any criminal-related cases during the year and did not receive a letter of recommendation from the procuratorial organ will be marked as " not produced " , 3. Departments that actually transferred (accepted) the number of cases will be marked according to the actual completion .

Explanation on the revision of the scoring standards for the special evaluation of administrative law enforcement

区司法局 对照市政府 2019 年执法监督绩效考核指标以及参考本区历年考核情况,对原《东城区行政执法专项考评评分标准》进行了修改,现就修改情况作简要说明: Because the institutional reform involves changes in some of the original law enforcement entities in our district and the transfer of authority between law enforcement departments, the Judicial Bureau of the District has compared the performance evaluation indicators of the city government's law enforcement supervision in 2019 with reference to the evaluation of the district in the past . The "Scoring Criteria for Special Evaluation of Administrative Law Enforcement" has been modified, and the modification is briefly explained:

重新划分执法领域分组 I. Reclassification of law enforcement areas

After the institutional reform, many law enforcement departments in the region involved objective changes such as mergers and reorganizations, transfer of powers, transfer of personnel, and post adjustments. Therefore, it is necessary to re-differentiate the departments according to the new department and responsibility attributes. This modification corresponds in principle to the city's law enforcement field grouping, and the 30 administrative law enforcement departments (excluding sub-district offices) included in the assessment scope of this district are re-divided into 5 field groupings:

1. Comprehensive law enforcement: urban management law enforcement bureau, ecological environment bureau, market supervision bureau, culture and tourism bureau.

2. Urban construction environmental protection field: Urban Management Committee (including water conservation office), Gardens and Greening Bureau, Residential Construction Committee, Civil Defense Office, Self-Regulation Branch, Emergency Management Bureau, Fire Rescue Division.

3. Economic regulation: Development and Reform Commission, Taxation Bureau, Finance Bureau, Statistics Bureau, Commerce Bureau.

4. People's livelihood and social fields: Education Commission, Health and Health Commission (including the motion supervision institute), Sports Bureau, Civil Administration Bureau, Human Social Security Bureau, Judicial Bureau, Retired Military Affairs Bureau, Medical Insurance Bureau, Public Security Branch Bureau (excluding transportation detachment).

5. Special management areas: the people's affairs office, the audit bureau, the archives bureau, the science and information bureau, and the security bureau.

Note: Due to the huge amount of law enforcement data of the traffic detachment, in the statistics of previous years, its law enforcement data accounted for more than 90% of the total data of the entire district. It will no longer be evaluated. The Tobacco Monopoly Bureau belongs to the national vertical management, so it will not be included in the assessment scope for the time being.

Regarding the assessment indicators and observation indicators, this revision is in principle a method of combining the assessment indicators of the target city government with the assessment practice of the district, and adjusted the original 4 category A assessment indicators and 2 category B monitoring indicators to 6 Assessment indicators and three observation indicators.

( 1 ) Adjust the post staffing rate from the original category B monitoring index to the post staff correlation rate as an assessment index and include it in the assessment score, aiming to strengthen the allocation of strong law enforcement forces to all departments to ensure sufficient Supervision of the work of law enforcement officers.

( 2 ) Two new assessment indicators, " Participation in Law Enforcement of Personnel A " and " Withdrawal Rate of Punishment Cases " , have been added to prevent some law enforcement officers from not handling cases all year round and to avoid fraudulent data of administrative penalties in individual departments.

( 3 ) The original three core assessment indicators of per capita inspection volume ”, “ per capita punishment volume ”, and “ performance rate for punishment functions ” will continue to be retained . In accordance with the principle of not implementing administrative penalties, promoting active and comprehensive performance, encouraging the strengthening of law enforcement inspections, the assessment reference values and scores are reset. Among them, the proportions of the " per capita inspection volume ", " penalty performance rate " and " per capita punishment volume " have been adjusted to 30% , 25%, and 15%, respectively .

Third, the reference value setting

The revised assessment standard resets the reference value for the core indicators. The field reference values ofper capita inspection amount ” and “ per capita punishment amount are consistent with the city-level indicators, and the “field punishment performance rate field reference value is the measured value of the previous year in this district. The reference value of the whole district is based on the municipal government's assessment standards and puts forward higher requirements for each department in our district. Explanation of deletion indicators

Among the original 4 A- level evaluation indicators and 2 B- level monitoring indicators, the indicators such as " response to law enforcement ", " standard rate of administrative punishment dossier " and " proportion of law enforcement forces " have other arrangements or assessment significance in other urban work. It is not big, so it is no longer included in this year's assessment system.

Because this administrative law enforcement assessment has been included in the scope of district government performance assessment, the title of the “Special Assessment and Evaluation Scoring Standard for Administrative Enforcement of Dongcheng District” was revised to “Scoring Criteria for Special Evaluation and Evaluation of Administrative Enforcement of District Government Performance Evaluation”.
